RC-1013 Payclass Retro Update and Validation

When company global payclass is updated, it currently udpates open timecards to reflect name and rates. It should instead use the payclass validation logic.

In Project-Payclass and Project-Crew-Payclass screens, updating the payclass and rates should update open timecards to reflect the new rates/names.
Here are the details on how this will work.
Update Logic
The timecard employee payclasses (name and rates) will be updated for ANY timecards that are Open, Submitted or Rejected. This is regardless of the timecard date. Note, however, that the payclass validation rules will be adhered to. For example, if a company payclass is updated, but the project has project-specific payclasses, then the project-specific payclasses will be used to update the timecard.
Triggers
These are the triggers that will execute the above update logic.

The company payclass is updated in any way

An employee’s payclass is changed in the master employee list

A new project-specific payclass is added or updated on the Project settings

A new project-empoyee-specific payclass is added or updated in the Project settings
Task
