To enable Equipment Transport, navigate to the Organization page and click into the Company icon. Once the list of companies is visible, select a company. 

Within the Company, select the Options tab. Then select Workforce (or People/Equipment). 

Toggle the "Enable Equipment Transport" option to "ON".  Note, in order to use Equipment Transport, the organization must have "Enable Dispatching" toggled to "ON", and also must use the Dispatching tool as it is a pre-requisite to using the Equipment Transport module.
